Michael Armitage Honored for Public Safety Innovation in Michigan

Calhoun County's 911 Director Recognized for Transformative Leadership

Michael Armitage, the executive director of the Calhoun County Consolidated Dispatch Authority (CCCDA), has been named the 2025 Public Safety Communications Center Director of the Year by the Michigan Chapter of the Association of Public-Safety Communications Officials (APCO).

 

The award was presented on October 23 at the 81st annual Michigan APCO meeting in Frankenmuth, recognizing outstanding leadership and innovation in public safety communications.

 

Since assuming leadership in 2021, Armitage has overseen a team of over 30 professionals who handle more than 185,000 calls annually. CCCDA dispatches services for 10 law enforcement agencies, 20 fire departments, and three EMS providers.

 

Under his guidance, CCCDA completed an $18 million countywide radio system upgrade, integrating all first responder agencies into the Michigan Public Safety Communications System. This project included over 1,000 new radios, construction of four new communication towers, and improved coverage across the county.

 

“Michael’s leadership has been nothing short of transformative,” said Robert Stahelin, CCCDA deputy director. “He’s not only modernized our systems but built a culture of professionalism, collaboration, and care for both our staff and the community.”

 

Armitage has also advanced CCCDA’s technology and staff development. The center has adopted platforms like RapidSOS, CommandCentral Aware, and Prepared911, and is preparing for Next Generation 911 capabilities. Staff wellness initiatives include partnerships with the 911 Training Institute and the introduction of CCCDA’s first therapy dog, Hope.

 

Earlier this year, Armitage remotely activated emergency sirens while out of state when a tornado threatened Calhoun County, demonstrating his commitment to public safety.

 

“I’m deeply honored to receive this recognition,” Armitage said. “This award reflects the hard work and commitment of the entire CCCDA team. Every day, our dispatchers serve as the lifeline for Calhoun County, and I’m proud to lead such an exceptional group of professionals.”
